APPROACHES TO ASSESSING INVESTMENT PROVISION FOR ENTERPRISE DEVELOPMENT

Abstract. The article explores the theoretical and methodological principles and the applied tools for assessing investment support for enterprise development amid modern market turbulence. The relevance of the work lies in the rigid framework governing the functioning of business structures in the aftermath of the pandemic and martial law, which requires attracting investment as the primary source of modernization, digitalization, and post-war recovery. It is established that investment support is a key determinant of strategic development and directly depends on the alignment of the enterprise's parameters with capital donors' expectations. The leading factors influencing a firm's investment attractiveness are grouped into financial, operational, institutional, and socio-economic categories. The scientific novelty of the study lies in the comprehensive comparative analysis and classification of international and domestic project evaluation methods. Within the framework of macro-, meso-, and micro-level analysis, the approaches of credit agencies (Fitch, S&P, Moody's), IFC, World Bank (Doing Business) tools, and the author's models are characterized. Critical shortcomings of the existing tools were identified, including failures to account for industry-specific factors (for example, the lack of land-use indicators for the agricultural sector) and internal contradictions among coefficients within liquidity and autonomy groups. It has been shown that traditional financial analysis is insufficient for objective diagnostics of startups and innovative initiatives, necessitating the integration of informal logical criteria, such as reputational, social, and intellectual capital. The practical significance of the work is evident in its detailed examination of the economic and analytical characteristics of dynamic assessment methods and the adaptation of T. V. Mayorova's rating system. A five-level scale of compliance with normative values (from high to poor) is proposed, serving as an explicit signal to management and investors about the feasibility of financing and the associated risks. The conclusions formed allow optimizing strategic planning processes and increasing the overall competitiveness of national business entities.
