МЕТОДОЛОГІЧНІ ПІДХОДИ ДО ФОРМУВАННЯ ПОРТОВИХ ЗБОРІВ У МОРСЬКИХ ПОРТАХ

Анотація

Advantages, disadvantages and possibilities of a combination of various principles of pricing for formation of level of port dues are considered in the article. The account investment compound in rates of the port dues on the basis of adequate estimation of capital assets’ cost for further financing of elements of port infrastructure is offered. The principles of formation of port dues which will allow increasing competitiveness of port industry of Ukraine in the conditions of tough competition in the market the stevedoring services are formulated.Methodological approaches to formation of level of port dues have to be based on the following principles: transparency of the mechanism of formation of level of port dues; covering of reasonable expenses; receiving reasonable profit taking into account investment compound; ensuring competitiveness of ports in the market of stevedoring services; an integrated approach to establishment of level of port dues taking into account the additional income which will be gained by the state from development of regions, adjacent to ports; the differentiated approach to establishment of level of port dues taking into account infrastructure features of concrete port, a type of operation, category of cargo traffics, seasonality of transportations, the frequency of calling of vessels, categories of shipping lines, volume of traffic and other factors; target use of port dues. For their practical realization questions of definition of assets’ base of each type of port dues and methodical bases of an assessment of elements of port infrastructure demand further research.
