Regional trajectories of creative modernisation: intellectual and innovative factors and development scenarios

This article examines the characteristics of the contemporary development of regional economic systems. It has been established that, given current global trends in digitalization and the creative economy, it is advisable to formulate trajectories for the creative modernization of regions, taking into account intellectual and innovative factors, as well as development scenarios. This scientific and methodological approach is based on identifying the factors of intellectual and innovative development, which enables more effective implementation of models and construction of development scenarios, considering the resource capacity of individual regional economic systems. It has been demonstrated that during the post-war recovery period, the main vector of territorial development should focus on creating conditions for the long-term, stable functioning of the region’s ecosystem. The article identifies the main shortcomings and directions for overcoming the creative modernization of regional systems, thereby allowing the most promising areas for priority implementation to be identified. It has been established that by identifying the factors driving the intellectual and innovative development of regions, it is possible to construct various scenarios for regional recovery, enabling a timely response to relevant changes in the external environment and the effective implementation of policies to create competitive advantages. It has been established that the most used scenarios today are those aimed at adapting territorial development to external environmental conditions based on innovative and intellectual technologies and the implementation of digital solutions. The adaptive capacity and flexibility of regional systems are key to their long-term stability and functioning, thereby building capacity for further development. This is particularly relevant for recovery areas, which must consider new trends in modernization and innovation to form a new economic basis for the functioning of regional systems.
