INNOVATIVE-DIGITAL TRANSFORMATION OF REGIONAL DEVELOPMENT: THE ROLE OF ORGANIZATIONAL AND MANAGEMENT MECHANISMS OF MUNICIPAL GOVERNMENT AND TOOLS OF RECOVERY IN THE CONTEXT OF GLOBAL CHALLENGES

The article explores the theoretical and applied principles of innovative and digital transformation of regional development in the context of modern global challenges, with an emphasis on the role of organisational and managerial mechanisms of municipal management and tools for the restoration of territories. It is substantiated that, in the context of military aggression, increased cyber threats, economic instability, and demographic changes, the importance of an integrated approach to managing community development is growing, combining digital solutions, institutional transformations, and intellectual potential. It is determined that regional innovation and digital transformations should be based on the effective use of intellectual capital as a key factor in competitiveness and restoration. The current state of regulatory and legal support for local governments' activities in the field of digitalisation and innovative development is analysed, which has enabled the identification of several systemic problems, in particular, the discrepancy between declared powers and the tools for their implementation. The impact of global challenges on regional transformation processes has been studied, particularly on the ability of territorial communities to adapt, introduce innovations, and effectively manage resources in times of crisis. The emphasis is on integrating digital transformation tools with recovery mechanisms to ensure the sustainability of socio-economic systems. A conceptual approach to the formation of a multi-level model of innovative and digital transformation, encompassing intellectual, technological, managerial, and security components, has been proposed. Within this model, municipal government bodies act as key coordinators of development processes, ensuring interaction among entities, resources, and recovery tools. Practical recommendations have been formulated to improve the organisational and managerial mechanisms of municipal government, with the aim of increasing the efficiency of implementing digital initiatives and recovery strategies in the post-war period. The proposed approaches aim to strengthen regional institutional capacity and ensure long-term sustainable development.
