THE INFLUENCE OF CIVIL SOCIETY INSTITUTIONS ON THE PROCESSES OF MAKING MANAGERIAL DECISIONS IN THE CONTEXT OF THE MODERNIZATION OF PUBLIC AUTHORITIES IN UKRAINE

The Influence of Civil Society Institutions on the Processes of Making Managerial Decisions in the Context of the Modernization of Public Authorities in Ukraine.Since 1991 Ukraine's governance trajectory has been increasingly shaped by civil society institutions (CSIs).Early association laws and the 1996 Constitution opened participation, yet executive dominance persisted.The Orange Revolution catalysed deliberative amendments to budget and regulatory procedures, while Euromaidan embedded "open government" and e-democracy into the reform agenda.Subsequent statutes on public consultations, access to information and anti-corruption created mandatory interfaces through which CSIs review drafts, join expert councils and monitor spending.Watchdog NGOs such as Chesno and the Anti-Corruption Action Centre constrained rent-seeking by publicising MPs' voting and triggering asset inquiries, contributing to NABU and Prozorro e-procurement.Decentralisation widened the arena: local participatory budgets and service co-design platforms increased communal investments in education and infrastructure by double-digit percentages between 2016 and 2022.These cases show how CSIs transform managerial decision-making: they inject expertise, mobilise constituencies and impose reputational costs on non-compliance, accelerating alignment with the EU governance acquis.Yet institutionalisation is 5(10) 2025 1001 uneven.Consultation reports often remain advisory, many rural hromadas lack organised stakeholders, and draft laws on foreign funding periodically threaten autonomy.Overall, civil society has evolved from auxiliary actor to co-producer of public policy; its normative influence advances transparency, accountability and innovation, but full consolidation requires stable funding, civic education and legal safeguards to entrench participatory democracy amid Ukraine's modernisation.
