PRACTICAL ASPECTS OF ORGANIZATION OF IMPROVING THE LEVEL OF PROFESSIONAL COMPETENCE OF CIVIL SERVANTS

Анотація

The article analyzes the legal framework governing the organization of raising the level of professional competence of civil servants in Ukraine. The main forms of increasing the level of professional competence of civil servants are presented and characterized. It is emphasized that one of the main ways to increase the level of professional competence is professional training, which can be quite long in time. The main classification of curricula for improving the professional competence of civil servants is given. In particular, it is stated that in the Resolution of the Cabinet of Ministers of Ukraine of February 6, 2019, curricula should be divided into general and special. An important role in the article is given to higher educational institutions that provide training, retraining and advanced training of public servants. It was emphasized that the scientific and methodological support of the system of training, retraining, specialization and advanced training of civil servants is provided by the National Academy of Public Administration under the President of Ukraine – a higher educational institution with special educational conditions is determined by the Cabinet of Ministers of Ukraine. Requirements for the content of professional programs are developed by the National Agency of Ukraine for Public Administration and the National Academy of Public Administration under the President of Ukraine, and the programs themselves are educational institutions; considered by industry or regional HR councils; consistent with the National Agency of Ukraine for Civil Service of Ukraine and the relevant regional councils and regional state administrations. Justifiably, the forms of advanced training of civil servants are especially relevant and worthy of attention during the quarantine period. The corresponding conclusions are presented in the article.
