Adaptive Resilience of Regional Innovation Systems in Ukraine under War-Time Challenges

The purpose. The paper investigates the mechanisms of adaptive resilience within Ukraine’s regional innovation systems (RIS) amidst the dual pressure of full-scale military aggression and European integration requirements. The purpose of the study is to analyze the structural shift from linear to "parallel" development models (1i-2i-3i), where capital accumulation, technology infusion, and national innovation occur simultaneously as a survival strategy. Methods. Using data from Ukrstat and Eurostat (2013-2024), the research identifies a "productivity paradox": high capital productivity (0.95) coexists with critical asset depreciation (55%) and a 4-fold gap in capital-labor ratios compared to Poland. A key finding is the radical reconfiguration of investment, with the public sector's share in gross fixed capital formation (GFCF) tripling from 20% to 60%. Key results. The results reveal significant spatial disparities: while western regions act as "safe harbors" for relocated businesses, strategic hubs like Kharkivska Oblast and Kyiv demonstrate resilience through "innovation for survival". The study highlights a dominant shift toward business process innovations (increasing from 6.9% to 12.3%), particularly in logistics and energy efficiency, as a response to infrastructure destruction. Conclusions. The findings conclude that successful RIS in Ukraine bypass traditional linear stages through a "leapfrogging" effect. Achieving sustainable convergence with the EU requires transforming these ad-hoc adaptive reactions into a systematic policy of smart specialization and high-tech GFCF to overcome the prevailing "capital hunger".
