Strategizing the development of the circular economy of Ukraine in the conditions of transformational changes

Introduction. Russia’s full-scale invasion has significantly disrupted Ukraine’s economic security, necessitating a shift towards innovative and sustainable recovery strategies. Circular economy principles offer a transformative framework to enhance resilience, stability, and long-term growth. This article addresses the role of circular practices in mitigating vulnerabilities and fostering economic recovery by focusing on five pillars: financial stability, energy security, innovation potential, environmental safety, and social welfare. Purpose. The primary objective of this study is to explore the potential of circular economy principles in strengthening Ukraine's economic security during and after the war. It aims to identify actionable solutions and develop a roadmap for integrating circular practices into recovery and development efforts. Methodology. The research employs a mixed-method approach, combining qualitative analysis of global best practices and Ukraine-specific case studies with a theoretical framework rooted in economic security principles. A phased roadmap is constructed, detailing immediate war-time actions and long-term reconstruction strategies. The study also incorporates insights from policy documents, international directives, and academic literature to validate the proposed solutions. Results. The study identifies key circular practices, such as renewable energy deployment, waste management reforms, and social enterprise development, as critical to stabilizing Ukraine’s economy. It provides a phased roadmap starting with emergency actions and progressing to systemic transformation. Key enablers, including international collaboration, alignment with EU policies, and public-private partnerships, are emphasized. The analysis also highlights barriers such as funding constraints, workforce displacement, and resistance to change.
