Methodical Approach Of Organizational And Legal Protection Of Reforms In The Country

Анотація

Abstract. The article deals with the organizational and legal support for reforming the<br> national economy. It has been determined that organizational support is provided by leading<br> scientific institutions, and legislative - a system for managing and coordinating reforms. On this<br> basis, a national model for managing reforms was created, which allowed to identify the subject<br> of the reform process, its task and composition and classify the state-declared reforms in the areas<br> of focus. Such a classification allowed the construction of a business process that provides for the<br> development and implementation of a package of reforms for any field of purpose. It is determined that the main problem in promoting and implementing reforms in Ukraine is their<br> lack of scientific substantiation. It is proved that solving this problem is possible provided that a<br> competitive national system of higher education is created, by integrating into the European<br> Higher Education Area and the European Research Area and carrying out the reform in the<br> scientific sphere. The author's methodical approach of organizational and legal support of reforms<br> in the country is proposed, the use of which will allow to create the basis for implementation of<br> political, social, legal and institutional reforms in the country.
