FUNDAMENTAL PRINCIPLES OF PUBLIC WELFARE IN THE CONTEXT OF MODERN CHANGES

Анотація

The evolution of scientific views on the content of the theory of well-being through the prism of changing needs of society is studied. The essence of the concept of well-being is revealed and the mechanisms of its formation are identified. Attention is focused on the characteristic features of the theory of well-being at the present stage of socio-economic relations, due to the expansion of the needs of modern man and the corresponding changes in the system of social values. The main sources of well-being that characterize the features of the modern theory of well-being are identified. The current trends in the formation of the welfare of the population of Ukraine during the war are analyzed. It is concluded that the risks in the field of welfare formation in Ukraine have certain peculiarities, their emergence and spread are due to the problems that have accumulated over a long transformation period. In the context of a full-scale war, there was an increase in the level of uncertainty, an aggravation of problems in the socio-economic sphere of the country, which led to changes in the lives of a significant part of the population and increased the intensity of social risks. Proposals are made to improve the public welfare policy aimed at creating a solid economic basis for the formation of welfare, improving the standard and quality of life of the population, overcoming inequality, ensuring social cohesion and stability in society.
