Емансипаційні цінності і толерантність в контексті модернізації українського суспільства (Emancipative Values and Tolerance in the Context of Modernization of Ukrainian Society)

Анотація

Ukrainian Abstract: Новизною дослідження, яке проведено на даних четвертої (2008–2010 рр.) хвилі Європейського дослідження цінностей (EVS), є встановлення зв’язку соціокультурних вимірів модернізації (емансипаційних цінностей і толерантності) з економічним розвитком сучасного суспільства. Була виявлена міра поширення серед населення України модерної – на противагу архаїчної – толерантності в порівнянні з іншими європейськими країнами. Також була з’ясована специфіка взаємодії установок модерної толерантності з емансипаційними ціннісними орієнтаціями в різних регіонах Європи і визначено місце України в загальноєвропейському контексті. Аналіз продемонстрував, що в сучасному українському суспільстві за двома соціокультурними вимірами ціннісних орієнтацій і толерантності архаїчні елементи переважають над модерними, що створює ризики для процесу модернізації в цілому. Було підтверджено, що показники економічного розвитку в європейських країнах мають позитивний зв'язок з емансипаційними цінностями і, особливо, з модерним толерантним ставленням. Тому слід рекомендувати державним структурам визнати формування останнього серед широких верств населення в різних регіонах пріоритетним в соціокультурному контексті модернізації України. Оскільки толерантність нерозривно пов’язана з національною ідентичністю, то можна зробити висновок, що розвиток модерної толерантності буде можливим за умови піднесення громадянської, а не етнічної нації. За результатами дослідження уряду України при проведенні інформаційної політики і українським ЗМІ рекомендовано не обмежувати патріотизм і українську національну ідею етнічною ідентичністю.English Abstract: The novelty of the study is revealing the link of social and cultural dimensions of modernization (emancipative values and tolerance) to the economic development of contemporary society.Empirical basis of research comprises the data of the fourth wave (2008-2010) of the European Values Study (EVS) overall 62 157 respondents, GDP per capita data (IMF 2009); Global Competitiveness Index (World Economic Forum The Global Competitiveness Report 2009-2010), Human Development Index United Nations Development Program for European 42 countries. Methods of analysis are comparative and include descriptive statistics, ranking and correlation analysis at a country level.The paper develops an original concept of modern tolerance that is based on J.C. Alexander understanding of civil sphere. Prevalence of modern tolerance is compared to its opposite form of archaic tolerance among the population of Ukraine as well as in other European countries. Specificity of relationship between modern tolerance and emancipative values (in terms R.Inglehart’s terms) was clarified in different regions of Europe and peculiarities of Ukrainian society was located in the European context. The analysis showed that in the contemporary Ukraine archaic elements outweigh the modern ones that jeopardize the modernization process in general.Since tolerance is inextricably linked to national identity, it can be concluded that spread of modern tolerance is possible only in the case of development of civic nation but not ethnic. Base on the results the paper provides recommendations to the Government of Ukraine and the Ukrainian mass media to promote national identity that encompasses ethnic, cultural and civic components with the priority of the latter.
