REGIONAL DEVELOPMENT THROUGH THE PRISM OF SYNERGETICS

Анотація

The aim of the study is to substantiate the synergy of regional development, which characterizes the evolution path of a complex regional system under the influence of changing factors of internal and external environment. There are strong arguments about the feasibility of using synergetic methodology to understand the preconditions, alternative directions and expected effects of regional development. The meaning of the concepts «region», «regional system» and «regional development» is revealed on the basis of post-classical understanding of the evolution logic of complex systems that have the ability to self-organization. Heterogeneity of regional systems, the presence of imbalances in economic growth, asymmetry of regional development has been considered as basic prerequisites for the emergence of the synergy effect from the interaction of different regions and cooperation of their individual elements. Through the prism of synergetics, the relationship between globalization and regionalization trends in the modern world has been considered, which, in turn, gives rise to the phenomena of regional and global synergy. Regional development should be managed on the basis of activating the internal potential of the territory, permanent improvement of spacious and temporal combinations of productive forces, establishing democratic relations between regional authorities, business representatives and local people, as well as a clear understanding of the place and role of the regional system in the national economy, European integration associations and globalization processes. The practical significance of the results is the possibility of improving regional policy through a deeper study of the internal potential of regions, alternative ways of their evolution after passing the «bifurcation points» and choosing the optimal attractive goal, taking into account the heterogeneity of regions and assessing their participation in interregional associations of different levels.
