FORMATION OF THE UNITED TERRITORIAL COMMUNITIES IN THE IVANO-FRANKIVSK REGION IN THE DECENTRALIZATION PROCESS

Анотація

In the article the important role of the decentralization process in ensuring the economic autonomy and capacity of territorial communities is emphasized. The peculiarities of spatial planning of the united territorial communities on the example of the Ivano-Frankivsk region is investigated. The legal framework regulating the formation of united territorial communities in Ukraine, as well as determining the level of their economic capacity, is analyzed. The list of able united territorial communities, which according to the Perspective plan of formation of territorial communities of Ivano-Frankivsk region mast be formed in the region, is given. A comparison are made between the united territorial communities, which is planned to be formed and actually formed, which revealed some differences in the structure of the united territorial communities. The majority of UTC created have brought together far fewer communities than foreseen in the Perspective Plan is emphasized. The following is a list of communities that are not part of the relevant integrated territorial communities. The analysis of the united territorial communities of Ivano- Frankivsk region is conduct on the following characteristics: type of community, date of creation, area of territory, population. The obtained results, appropriate conclusions were drawn. In particular, it is emphasized that, despite the long period of decentralization reform, in the Ivano-Frankivsk region only 29.53% of the territory was included in the UTC. 52% of the population lives on the territory of the UTC; only three cities of regional importance (Ivano-Frankivsk, Kalush, Kolomyja) and two cities of district importance (Dolyna, Tlumach) became administrative centers of the respective united territorial communities.
