Substantiation of the prospects for the reconstruction of territorial communities on the example of the Kharkiv region

Abstract The relevance of the research topic is due to the need for an in-depth analysis and assessment of the prospects for the reconstruction of territorial communities, in particular in the context of the war in Ukraine. Russia’s full-scale invasion has led to significant destruction of infrastructure, economic capacities, and the social structure of many regions of the country. The destruction of residential buildings, medical institutions, schools, industrial enterprises and infrastructure, as well as large human losses and migration of the population, create serious challenges for the restoration of the normal functioning and development of territorial communities (TCs). The object of the study is the territorial communities (TCs) of the Kharkiv region, namely: Starosaltivska, Malynivska, Rohanska, Chuhuivska and Merefyanska, which have already developed recovery and development plans, which is important because the presence of these plans makes it possible to assess not only the current state of the community, but also strategies aimed at restoring their economic and social stability. The study has formed a methodology that includes two main stages, which make it possible to assess the level of damage and the possibility of rebuilding social and residential infrastructure facilities in territorial communities that have been damaged as a result of hostilities. With the help of trend forecasting models, the developer’s prospective volumes of production for the future period have been formed. JSC “Zhytlobud-1” was chosen as the developer, which is one of the recognized market leaders and involvement in the restoration of all damaged houses in the Kharkiv region. The practical component of the study is the possibility of comparing developers taking into account the time of restoration of residential buildings and other buildings. It is also important to take into account the time of the start of recovery, since this process requires attracting financial resources from various sources, which will be discussed later.
