Assessment of the Educational Potential of Ukraine’s Regions for Knowledge Management Under Martial Law: Integral Approach and Geo-Information Analysis

The article examines the impact of the full-scale war in Ukraine on regional educational potential and the possibilities for its preservation and development amid crisis conditions. A quantitative and qualitative assessment of the state of higher education across regions was conducted using an integral index encompassing key indicators of educational activity, accessibility, infrastructure, and digitalization. The research methodology includes data normalization, determination of weighting coefficients, and calculation of final values. To visualize the results, the ArcMap geographic information system was employed, enabling the creation of cartographic models of Ukraine's educational potential for the years 2020–2023. The regional assessment revealed a significant strengthening of positions in western regions, particularly Lviv Oblast, while eastern and southern regions experienced a sharp decline in indicators due to hostilities, population migration, and infrastructure destruction. The article outlines key challenges facing the education system and substantiates the advisability of integrating knowledge management as a strategic resource to enhance the resilience of the educational system during wartime and the post-war period.
