Digital tools for ensuring transparency in investment attraction: challenges and opportunities for post-war Ukraine

Introduction. This article substantiates the importance of transparency in investment attraction processes amid the full-scale military conflict in Ukraine, where openness and accountability of financial flows are key factors in strengthening the trust of donors and private investors and laying the groundwork for the effective restoration of critical infrastructure. Purpose. To develop scientifically grounded recommendations for implementing integrated digital instruments that will ensure end-to-end traceability of investment processes during wartime and the post-war period, minimize corruption risks, and facilitate the mobilization of the necessary resources. Method (methodology). A systematic review of domestic and international scholarly publications was conducted, along with a comparative analysis of digital governance practices in post-conflict transformation countries (Bosnia and Herzegovina, Rwanda, Kosovo, Estonia, Singapore). The conceptual modeling method was applied to design an integrated platform synthesizing existing Ukrainian services (“Diia,” ProZorro, the Unified State Open-Data Portal, DREAM), blockchain, Big Data, and artificial intelligence technologies. Results. We propose an architecture for a unified data environment featuring a Data Lake, a machine-learning-powered analytics dashboard, and smart contracts to automate investment monitoring, alongside a zero-trust security model with SOC monitoring and multi-factor authentication. Three cross-sectoral components – legal standards, cybersecurity, and workforce training – are outlined as necessary prerequisites for successful implementation. Key challenges (registry fragmentation, regulatory gaps, IT skills shortages) and opportunities (data unification, international partnerships, grant funding) are identified for building a transparent, efficient, and resilient investment ecosystem in Ukraine. This framework can serve as the basis for developing a roadmap for the digital transformation of the investment sector and for further empirical research.
