Economic essence of financial provision of budget institutions

Анотація

The research paper deals with the features of financial provision of government-financed institutions in Ukraine. The main problems that characterized the functioning of government-financed institutions in different periods of economic development are identified. The main factors affecting the functioning of governmentfinanced institutions, one of which is a tough estimated funding largely not aimed at the performance assessment but only at covering operating costs, are found out. The features of functioning of governmentfinanced institutions, their specifics and characteristic features are examined. The content of the mechanism of financial provision of government-financed institutions is provided. The differences in the manner of funding and disposition of financial funds of government-financed institutions are given. The main sources of funding government-financed institutions are identified. The approaches to the definition of the concept «government funding» in the domestic scientific literature are studied and analyzed. The underlying principles are established. The foreign approaches to ensuring financial independence of government-financed institutions are analyzed. It was found that Ukraine's current system of funding government-financed institutions is imperfect and requires reforming, especially in terms of the transition from purely cost-based method to the method of funding aimed at the performance. The ways to improve the efficiency of government-financed institutions are suggested through applying some elements of the partial autonomy model allowing for the specifics of implementation of the national budget process.
