ORGANIZATIONAL AND ECONOMIC SUPPORT OF DEVELOPMENT OF WASTE SLAGS IN INNOVATIVE REALITIES OF FINANCE

Анотація

The main scientific and applied provisions of the theory of the organization of the development of large-tonnage waste slag accumulated by metallurgical enterprises are proposed for use in business practice. They are substantiated by taking into account the principles of financial economics and worked out according to the innovative binary value model of the concept of counter-development of closed-type waste slags, which provides for the formation of a six-phase system for the implementation of counter-organizational-economic, financial, and management procedures in the context of the aggregated development of the metallurgical industry and related economic spheres activities according to the principles of the circular economy. Together with the concept of organizational and economic support and support for waste slag development processes in order to achieve effectiveness requires management subjects of different levels: a) whole-oriented state regulation and standardization of waste management activities of metallurgical enterprises (presupposes the implementation of two phases - "from above"); b) development, stakeholders, of the space for securitization of assets of the foresight project for the development of large-tonnage waste slag (four phases - "from below"). Methodologically important principles of finance were developed, which formed the basis of improving the method of compensation for damages to the surrounding natural environment as a result of the activities of metallurgical enterprises, which is based on preliminary calculations for presumably incurred losses, and not on post-expenses. The application toolkit proposed for use is aimed at ensuring an effective socio-economic and ecological result, as well as the elimination of ecological and economic threats and risks in the plane: а) prevention of economic losses and greening of metallurgical industries; b) rationalization and improvement of the efficiency of the use of enterprise waste; c) implementation of the circular economy concept; d) cost savings for the production of products from metallurgical waste; e) significant improvement of the state of territories, biota and surrounding natural environment, in general.
