Strategic Directions for Increasing the Investment Attractiveness of Enterprises in the Odessa Region in the Context of Economic Recovery

The article explores strategic directions for enhancing the investment attractiveness of industrial enterprises in the Odesa region amid Ukraine’s post-war economic recovery. A comprehensive analysis of the current state of the region’s investment climate is conducted, taking into account macroeconomic challenges, security risks, and institutional constraints. Key issues hindering the activation of investment activity are identified, including insufficient transparency of business processes, limited access to financial resources, weak infrastructure, and a shortage of qualified labor. The study proposes a range of strategic management mechanisms aimed at stimulating investment: modernization of institutional business support, development of partnerships between authorities and investors, digital transformation of enterprises, integration into European markets, and the intensification of international donor assistance. Special attention is given to the role of regional organizational structures – development agencies, business incubators, and export support centers – in shaping a favorable investment environment.
