DEMOCRATIC INSTITUTIONS AND DIGITALIZATION AS FACTORS OF SUSTAINABLE DEVELOPMENT IN UKRAINIAN-POLISH COOPERATION

Анотація

The article examines democratic institutions and digitalization as interrelated factors of sustainable development in Ukrainian-Polish cooperation. The purpose of the study is to determine the role of democratic institutions, digital governance, cross-border interaction, and digital communication tools in the transformation of bilateral relations between Ukraine and Poland in the context of contemporary international relations. The methodological basis of the research consists of institutional, systemic, political-communicative, and interdisciplinary approaches, which make it possible to consider Ukrainian-Polish cooperation as a multilevel system of interaction among state institutions, local self-government, civil society, business, universities, the expert community, and international organizations.It is established that democratic institutions ensure political legitimacy, legal predictability, accountability, and normative stability of bilateral partnership, whereas digitalization creates new mechanisms of communication, coordination, transparency, public diplomacy, and civic participation. It is demonstrated that cross-border cooperation, parliamentary diplomacy, intergovernmental coordination, and regional initiatives are key mechanisms for the transition from declarative partnership to practical interaction in the fields of security, education, infrastructure, digital governance, and sustainable regional development. The main risks of digital interaction are identified, including cyber threats, disinformation, digital inequality, technological dependence, and declining trust in institutions.The practical significance of the study lies in identifying directions for strengthening Ukrainian-Polish cooperation through digital democracy, open data, e-governance, cyber resilience, regional partnerships, and the involvement of civil society in decision-making processes. The article concludes that Ukrainian-Polish cooperation can become a model of digital democratic partnership in Central and Eastern Europe, provided that technological innovation is combined with strong democratic institutions, legal guarantees, social inclusion, and a shared strategic vision of sustainable development.
