Private Employment Agencies and Temporary Agency Work in the System of External Workforce Reserve of Small Enterprises: European Practice, Ukrainian Legal Boundaries, and Post-War Implications for Territorial Communities
Анотація
The article summarizes European practices of building an external personnel reserve for small enterprises and assesses their adaptation opportunities for Ukrainian communities. It interprets temporary agency work as a short channel of buffer labour supply, explains its economic logic for seasonal and project-based demand of small enterprises, and compares it with the Ukrainian institutional and legal context. The main constraints for Ukraine are shown to be legal uncertainty, the risk of reclassification of relations, and labour market fragmentation. A transferability matrix links agency, migration, and skills-matching instruments with the required legal clarity, integration infrastructure, and the procedural capacity of the state and local communities.
