Adaptation of public-private partnership instruments to the needs of rebuilding scientific infrastructure

Problem setting. The legal issues of private partner’s investment in the area of rebuilding of Ukraine’s scientific infrastructure have become relevant in the current environment. The article is prepared within the framework of the fundamental topic of research into the issues of legal support for professional adaptation of war veterans to civilian life. The author argues that it is necessary to highlight the issue of expediency of modeling hybrid jobs for war veterans. As part of the human resources of such scientific infrastructures as centers for the collective use of medical scientific equipment, veterans should be invited as advisers and experts. It is stated that no scientific justification for this proposal has been provided in the science of labor law. The author reviews the state of integration of Ukraine’s scientific and innovation system into the European Research Area in terms of adapting public-private partnership instruments to the needs of rebuilding scientific infrastructure. The purpose of the research is to make public the need for modernization of public-private partnership in Ukraine and the expediency of a comprehensive scientific study of the economic and legal issues of this process, including the need to justify the adaptation of public-private partnership instruments to the needs of rebuilding the scientific infrastructure. The creation of conditions for professional adaptation of war veterans also needs to be popularized. Therefore, the sub-objective of the article is to actualize the proposal to create hybrid jobs for them. Analysis of recent researches and publications. The issues of studying the legal mechanisms for the creation and functioning of a new research infrastructure are addressed in the works of S. Hlibko, Y. Georgievskyi, H. Klimova, M. Petryshyna, N. Vapnyarchuk, V. Kohan, M. Semenova, Y. Pasmore, I. Matyushenko, K. Ivanova, I. Mamaiev and others. The issue of creating an effective research infrastructure in the context of post-war recovery: from rescue to growth was considered by the authors of the Science in Danger Project V. Omelianenko, M. Horokhovatska, S. Radio, N. Vasylieva, and O. Pravdyva. In the science of labor law, the general problem of the sharing economy, platform employment, and the creation of hybrid jobs was fragmentarily covered by V. Hnidenko, D. Zaiki, and others. Article’s main body. The article reveals the possibility of using the contractual mechanism for the implementation of public-private partnerships for the needs of rational use of the potential of research infrastructures. The organizational and legal form of sharing centers for collective use of scientific equipment as a research infrastructure allows rationalizing costs with limited resources of our country’s budget. The author substantiates the expediency of popularizing the idea of using private-public research infrastructures in the field of economy according to the needs: 1) dissemination of an economic model for the rational use of the potential of research infrastructures based on rehabilitation and medical centers, as well as the design of medical equipment for prosthetics for war veterans, based on the joint use of infrastructure and providing scientific services for independent expertise; 2) adaptation of socially vulnerable segments of the population to civilian life by creating hybrid jobs for war veterans in these infrastructures. These are hybrid jobs of advisors and experts from among military personnel, combatants, etc. The results of a critical analysis of approaches to engaging advisors and independent experts for the preparation of PPP projects and their implementation from the circle of war veterans (in the profile of the infrastructure for the creation of medical equipment for prosthetics) are presented. Based on the results of the study, the author argues that the state should encourage entities to meet the need for hybrid jobs for war veterans. Conclusions and prospects for the development. Conclusions are drawn about the possibility of adapting the publicprivate partnership mechanism to attract investment in the restoration of Ukraine’s scientific infrastructure; about the popularization of the practice of sharing services of centers for the collective use of scientific equipment in the development of modern technologies for prosthetics for war veterans; about the labor resource of potential advisers and independent experts for the preparation of PPP projects by war veterans.
