Features of implementing a conceptual business process management model in territorial communities with the purpose of stimulating their inclusive and smart development

Introduction. The article analyzes systemic municipal management shortcomings, which stem from fragmented decision-making and insufficient digitalization. These key factors hinder inclusive and smart development of the territorial communities’ potential. We have presented the author’s conceptual model of Business Process Management in Territorial Communities, which is aimed at stimulating their inclusive and smart development. We have also comprehensively reviewed the structure of the proposed model, based on the integration of target, analytical, planning, partnership, digital, stimulating and evaluation blocks, which form a single management cycle. A careful consideration has been given to the implementation of smart governance, the development of partnership networks along with ensuring equal access of residents to the territorial community resources. The practical significance of the findings refers to the development of a Key Performance Indicators system, which helps a territorial community monitor its progress objectively making headway to sustainable, inclusive and smart development. Purpose. Formation of a conceptual model of business process management in territorial communities based on the integration of digitalization tools and principles of social inclusion to ensure sustainable inclusive and smart development. Methodology. In the process of this study, the following methods were applied: scientific abstraction, socio-economic modeling, systemic approach, classification and generalization, theoretical and practical research. Results. It has been verified that successful implementation of the model depends on the government body ability to adapt innovations during a crisis. We have shown the content of the functional blocks. In particular, the emphasis has been put on the synergy between economic priorities and the needs of vulnerable groups. We have highlighted the role of the digital block as a foundation that ensures transparency in resource allocation and automation of services through smart platforms. A significant importance has been given to the development of social cohesion and public-private partnership as an instrument for stimulating business. The proposed KPI system allows not only to record achievements, but also to promptly adjust strategies in accordance with dynamic changes in the environment. It has been shown that a process approach contributes to the transformation of a community into an active self-sufficient ecosystem, in which human interests, technological progress, and economic efficiency are in harmonious balance. Theoretical provisions are supplemented by practical recommendations for the implementing a phased project for a management algorithm, which includes resource diagnostics, developing target benchmarks, and creating a favorable environment for investment and social innovation, which is critically important for ensuring the long-term viability of territories.
