Foreign experience in implementing social initiatives in united territorial communities

Анотація

The article presents the results of a study on international experience in implementing social initiatives within the territorial communities of Poland, the Czech Republic, Germany, and France. Based on the conducted analysis, three key models for social policy implementation at the municipal level have been identified: the institutional model (German-French), the decentralized-democratic model (Polish), and the inclusive-partnership model (Czech). Practical tools for community activation have been systematized, including direct funding mechanisms through Village Funds, «zero unemployment» technologies, and methods for collaborative service design involving vulnerable population groups. Particular attention is paid to comparing financial levers for supporting initiatives and integrating digital solutions into the social sphere of communities for the 2025–2026 period. The necessity of adapting identified European practices to strengthen Ukraine’s adaptive-volunteer model under martial law and for the subsequent social regeneration of territories is substantiated. It has been specified that European communities are gradually moving away from rigid administration in favor of flexible social ecosystems, with the experience of France and Germany proving that the sustainability of social initiatives directly depends on the depth of their institutionalization and the state’s willingness to invest in preventive mechanisms of inclusion. The French case of creating social jobs illustrates a strategic approach where significant financial investments in the employment of vulnerable groups are seen as a justified tool for preventing the social isolation of entire regions and the marginalization of territories. It is noted that this experience is extremely valuable for Ukraine, as it offers a transition from passive payments to the active integration of citizens into the socio-economic life of the community.
