THE ROLE OF TRANSPORT INFRASTRUCTURE IN THE PUBLIC ADMINISTRATION SYSTEM OF SOCIAL DEVELOPMENT

Анотація

The article, based on theoretical analysis, clarifies the role of transport infrastructure in the system of public management of social development. It is shown that in modern scientific literature there is no clear division between the means and methods of influencing transport infrastructure on the development of society and the quality of life of the population. At the same time, the effect can differ significantly in the areas of influence, because the objects of influence are different spheres of public life. The prevalence of the idea in scientific literature, according to which the main attention is focused on the interdependence of human well-being in different countries, the quality of life of the population with the level of development of transport infrastructure, is revealed. Such results are explained by the fact that developed transport infrastructure affects the reduction of the cost of goods production, reduction of delivery/transportation time, increase in population mobility, minimization of negative external effects. All this stimulates the economic development of the country, which causes the growth of social well-being. As a result of the analysis of the positive experience of a number of foreign countries, the following key directions of influence of the level of development of transport infrastructure on social growth and development of human potential were identified, namely: through mobility, through pricing and economic growth. At the same time, the influence of human potential development on the level of transport infrastructure can also be represented by the following directions: economic growth and the human factor. Each of these directions is oriented towards the corresponding spheres of social life, but is not limited to a specific one. In particular, the human factor or the mobility factor is mainly oriented towards the social sphere, but also has an indirect impact on the economy. For each of these cases, the direction of economic growth is mainly associated with the sphere of the economy of social life. The relationship between human development and transport infrastructure through pricing is characterized by macroeconomic (pricing mechanism - transport infrastructure development - human development index) and micro- (transport infrastructure - pricing - economic growth) effects, which makes it possible to link such a direction with the public administration system. We can assume, given the importance of the pricing factor, that a more in-depth study of this area will allow us to investigate the direct and indirect impact of the level of development of transport infrastructure on the level of social development.
