Conceptual vision of a resilient personnel management system for domestic industry and directions for its development in the context of the transition to Industry 4.0 and 5.0

Анотація

The authors present a conceptual vision of a resilient personnel management system for the domestic industry amidst modern challenges and trends, proposing directions for its establishment. The essence of the 'resilience' concept is revealed as a modern crosscutting methodological framework for studying the stability and adaptability of socio-economic systems. It is demonstrated that under conditions of increasing global turbulence and technological transformations, the resilience of human capital emerges as a key factor in ensuring the viability, competitiveness, and capacity of the industry for recovery and development. Based on the analysis, a conceptual structural model of a resilient industrial personnel management system is proposed. The authors consider this system an integral component of a resilient economy, encompassing interconnected levels of its formation and functioning: the industry, the industrial enterprise, and the individual employee. An original interpretation of core categories is presented, including resilient economy, resilient industry, resilient industrial personnel management system, resilient industrial enterprise, and resilient industrial worker. It is substantiated that the development and implementation of national industrial and human resource policies that meet the requirements of Industry 4.0 and 5.0 (Industrial Policy 4.0 and 5.0, Human Resource Policy 4.0 and 5.0) serve as vital cross-cutting mechanisms for the interdependence and synchronization of these levels. The authors' vision for developing a resilient personnel management system for Ukrainian industry, aligned with the 'build back better' principle, identifies key areas of activities to be integrated into Ukraine's national industrial policy regarding workforce provisioning. The implementation of the proposed approaches aims to enhance the adaptability and stability of the industrial sector, establishing the human resource prerequisites for the resilience of domestic industry, effective post-war recovery, and the long-term competitiveness of the Ukrainian economy.
