GOVERNMENT REGULATION TOOLS OF THE EDUCATIONAL SERVICES MARKET IN THE CONTEXT OF STRATEGIC ANALYSIS OF HIGHER EDUCATION DEVELOPMENT IN UKRAINE

This article aims to characterize the impact of state regulation tools on the behavior of educational services market participants in Ukraine in the context of socio-economic challenges caused by the full-scale russian military aggression and strategic priorities for the development of the higher education sector. In conditions of high turbulence caused by the COVID-19 pandemic, full-scale war, demographic decline, and increased migration, Ukraine's higher education system faces challenges requiring profound rethinking of state regulation mechanisms. The reduction in the network of higher education institutions (HEIs), decreased enrollment, and growing financial burden on households call into question the sustainability of the current model. The study employed statistical methods for analyzing official statistics and administrative data on higher education financing and enrollment from the State Statistics Service and the Ministry of Education and Science of Ukraine. The article proposes a typology of state regulation tools, identifying two groups: organizational-legal and financial-economic. Organizational-legal tools operate through regulatory control (licensing, accreditation, educational standards) as a means of direct administrative control. Financial-economic instruments influence development through resource allocation and economic incentives (state order, grants, contract financing) as means of indirect stimulation. A statistical assessment of state regulators' impact on the educational services market during 2018–2024 identified key regulatory directions: reduction of higher education's share in budget financing; decrease in HEIs and student numbers; strengthening financial burden on households; diversification of state support through vouchers and grants; resumption of formula funding; implementation of an indicative cost mechanism. The study demonstrates that state regulators aim to adapt educational processes to crisis phenomena and implement strategic planning documents. The introduction of new mechanisms-vouchers, grants, formula funding, and indicative cost-indicates the formation of a hybrid management model balancing budget constraints and strategic development tasks, signifying transition from traditional direct budget financing to a more flexible and adaptive system. The practical significance relates to assessing state regulators' effectiveness in implementing strategic priorities under martial law conditions.
