ADAPTIVE MECHANISMS OF INTERACTION BETWEEN GOVERNMENT, BUSINESS AND PUBLIC SECTOR IN CONDITIONS OF STRATEGIC UNDEFINITION

Анотація

The transformation of the paradigm of interactionbetween the state, the private sector and civil society in the contextof intensification of globalturbulence is studied. The relevance of the work is due to the extreme need for large-scale regeneration of the infrastructure complex of Ukraine, which, according to international institutions, requires attracting over524billiondollars.investments. It is proven that traditional hierarchical management models are losing their effectiveness,giving way to adaptive mechanisms of strategic partnership, which are based on the principles of iterativity, parity responsibility and prevention. It is substantiated that public-private partnership at the presentstage shouldbe interpreted as a polystructural system of contractual determinants, where the legal form is harmonized witheconomic feasibility for achieving strategic social goals. It is emphasized that public-private partnership should be aimed at minimizing regulatory barriers and stimulating reconstructionprojects. It hasbeen determined that the key factor in ensuringnational security and macroeconomic resilience is the inclusive distribution of risks and optimization of the resource potential of all stakeholders.Within the framework of the proposed model, the state acts as a guarantor of social justice, business is a driver of innovation dynamics, and civil society is a subject of public verification and ethical control. The scientific novelty lies in revealing the foreign policy aspect of adaptive partnership mechanisms, which allows using strategic uncertainty as a space for institutional maneuver. The results of the study confirm that the synchronization of endogenous management innovations will contribute to the formation of a positive image of Ukraine as a reliable subject of the global network of economic and security ties.
