ЄВРОПЕЙСЬКИЙ ВИМІР ЦИФРОВИХ ТРАНСФОРМАЦІЙ БУДІВЕЛЬНОГО СЕКТОРУ УКРАЇНИ: ОЦІНКА ВІДНОСНИХ ПОЗИЦІЙ СЕРЕД КРАЇН ЄС

Анотація

The article outlines the problem of construction digitalization in Ukraine within the context of European integration and the challenges of post-war reconstruction. Particular emphasis is placed on the critical role of the sector’s digital maturity in ensuring the effective implementation of large-scale infrastructure and reconstruction projects. The authors stress that Ukraine requires the adaptation of national mechanisms for the digital development of the construction sector to European standards, practices, and assessment indicators. Under these conditions, the need to evaluate Ukraine’s relative position among EU countries in terms of construction sector digitalization acquires particular scientific significance. In order to determine the relative position of Ukraine’s construction sector compared to EU Member States in terms of the achieved level of digitalization, the study performs a grouping of 28 countries (the 27 EU Member States and Ukraine) according to the digital transformations of the construction sector. The article substantiates a system of indicators for comparison that are available and comparable both for EU countries and for Ukraine. It is emphasized that assessing the digitalization of the construction industry is a highly complex process that should encompass the dimensions of public regulation, sectoral digital transformations, and the analysis of internal business process digitalization. At the same time, the practical availability of comparable indicators obtained using similar methodologies and available for identical time periods substantially narrows the range of relevant indicators applicable to both EU countries and Ukraine.The authors propose their own system of such indicators and, through cluster analysis, identify groups of countries according to the degree of development of digital transformation processes in construction. Euclidean distance was used as the proximity measure in the cluster analysis, which made it possible to form four homogeneous clusters/ The authors provide a comparative characterization of the distinguishing features of the clusters and analyze the distance matrix data as a quantitative criterion for assessing the degree of separation (differentiation) and proximity (convergence) among the identified groups of countries.It has been proven that the conducted grouping of countries and the determination of the relative position of Ukraine’s construction sector within the framework of digital transformations are economically and mathematically substantiated, methodologically sound, and reliable for further analysis, which the authors associate with assessing the impact of construction digitalization factors on sectoral productivity and social efficiency.
