APPOINTMENT OF ENTREPRENEURIAL UNIVERSITY IN VIEW OF THE STRATEGIC PLANNING OF REGIONAL DEVELOPMENT IN THE EXAMPLE OF THE LVIV REGION

РОЗВИТОК ПРОДУКТИВНИХ СИЛ І РЕГІОНАЛЬНА ЕКОНОМІКАThe article outlines the directions of transformation of academic universities into entrepreneurial ones, as drivers of growth of region's socio-economic development and of using their potential to achieve strategic planning priorities based on the concept of smart specialization.The topicality of the study is conditioned by the disappointing results of the developed regional strategies and action plans monitoring before coming into force of the relevant Resolution of the Cabinet of Ministers in 2018.The introduction of public administration reform and European integration of Ukraine caused the necessity to improve the approaches to strategic planning of regional development on the basis of smart specialization.Despite the choice of the entrepreneurial university model, its distinctive feature is the innovative approach to the intensification of resources usage and search for additional sources of funding, the development of the institution infrastructure, forms of economic interest in participating in regional projects, the satisfaction of public interest.The authors have defined functions of the entrepreneurial university in research, territorial and infrastructural, social and cultural, local, marketing and innovative spheres of the region's development and determined effects and benefits for the region from the transformation of an academic university into an entrepreneurial one.The approaches to the interpretation of an entrepreneurial university characteristics by the criteria of its evaluation and results of its activity have been summarized.The objectives of the Regional Development Strategy and the participation of universities of Lviv region have been evaluated and the absence of the regional universities active participation in meeting urgent requests of business, state and society has been proved.The authors propose to grant the best university of the region status of a reference regional university with elements of an entrepreneurial one as a potential participant in strategic goals meeeting on the basis of smart specialization concept.
