THE PROVISION OF SOCIAL SERVICES TO INTERNALLY DISPLACED PERSONS IN THE COMMUNITIES OF UKRAINE

Анотація

The full-scale military invasion of Russia into Ukraine has led to an increase in the number of internally displaced persons. The intensity of their flows within the country requires the organization of social services. Accommodation, food, and humanitarian aid are provided in the territorial communities of the regions of the unoccupied territories. The centers of administrative services of the communities register the displaced persons and provide information on the logistics of accommodation of this category of the population in the subordinate settlements. The provision of relevant services is being slowed down due to the low level of technical equipment in the centers and the overload of the specialized state portals. Yet, institutions and professionals responsible for the services to internally displaced persons are noticed to use principles and elements of innovative agile-management. We must admit that this happens haphazardly and intuitively. However, the systemic introduction and exploitation of agile-philosophy could help overcome the technical restrictions of the social policy toward internally displaced persons in times of war.
