THEORETICAL ASPECTS OF DETERMINATION OF MAJOR FUNCTIONS, POWERS AND RESPONSIBILITIES OF A DEPUTY OF THE LOCAL COUNCIL

Анотація

The article investigates the theoretical foundations of the activity of a deputy of the local council in the context of the need to transform his right status in the conditions of decentralization of state power. The results of the research made it possible to develop a conceptual model of the activity of the local council deputy, which allows to determine the directions of transformation of the legal status of the local council deputy in the conditions of changing the type of local self-government. In addition, this model allows to evaluate the effectiveness of the activity of a local council deputy both in general and in terms of defining the functions and interaction of the local council deputy with other entities in the direction of exercising his functions. In the context of decentralization reform in Ukraine, the division of powers between the state authorities is envisaged, the role of local self-government bodies is growing, as well as the involvement of civil society in the formulation of state-administrative decisions and the establishment of appropriate interaction for the best needs of the population. It is such isolated the approaches defining the basic functions of the deputy of the local council: coordination and realization of interests of the individual, social groups, society and the state; developing and implementing solutions for crisis and conflict prevention. The implementation of the relevant functions in the process of activity of the deputy of the local council reveals his interaction with such subjects as: society, state bodies of local level, central bodies of state power, political parties. The conceptual model of activity of the local council deputy allows to evaluate the consequences of its activity, and in this context to adjust its status, identify new functions, improve interaction with other entities.
