BUSINESS ACTIVITY IN UKRAINE DURING THE WAR: FEATURES AND PROBLEMS

The article examines the business environment and reveals the main problems faced by enterprises during the war in Ukraine. It was found that despite such a difficult situation, Ukrainian business is trying to continue working and restore the country's economy. Businesses and entrepreneurs today are affected differently by hostilities depending on their location and the industry in which they operate. The most affected enterprises are located in Luhansk, Kherson, and Mykolaiv regions. According to the survey of Ukrainian enterprises, industry, agriculture, and the service sector were the most affected. According to research by the Kyiv School of Economics, the total amount of direct documented damage caused to Ukraine due to a full-scale Russian invasion, as of April 2023, reaches $147.5 billion. And this amount continues to grow. Despite the unfavorable business environment, there are trends toward the recovery of enterprises. This is confirmed by the improvement of the values of such statistical indicators as the Indicator of economic sentiments, Index of business activity, and Index of expectations of business activity. Based on the research results, the main problems faced by the business were identified. Firstly, and the most important problem is the continuation of hostilities on the country's territory and the unpredictability of the development of the situation in the country. Secondly, this is the problem of the lack of highly qualified specialists, which arose as a result of the transfer of workers to other regions or abroad. Thirdly, it is the lack of a sufficient number of paying customers. Fourth, it is the lack of capital and difficulty obtaining additional financing. The effective solution to these problems requires the active participation of the state. A detailed study of exactly how the government supports Ukrainian businesses requires further scientific research. Analysis of programs, legislation, government initiatives, and their impact on the business environment can help clarify the effectiveness and efficiency of government support and identify opportunities for further improvement and development.
