Strategic guidelines for the development of the outsourcing services market in ukraine

Анотація

The article examines the specific features of the outsourcing services market in Ukraine and its prospects for development amid contemporary economic transformations and global technological changes. The study has established that outsourcing is an important mechanism for optimizing enterprise activities, as it enables the transfer of certain functional processes to specialized external providers, thereby ensuring the concentration of managerial resources on the core areas of economic activity. It has been determined that the range of outsourcing services encompasses a wide range of operations – from administrative tasks to the implementation of complex technological and managerial projects related to software development, data analysis, business digital transformation, and infrastructure management. In this context, it has been proven that transferring business processes to external providers increases production and service efficiency, optimizes costs, and leverages highly specialized expert capabilities. The activities of leading Ukrainian technology companies, including N-iX, SoftServe, ELEKS, Sigma Software, Apriorit, Innovecs, Miratech, EPAM Ukraine, and GlobalLogic Ukraine, which are integrated into global production and technological chains and implement complex digital projects for international corporations, have been analyzed. Attention is paid to institutional factors influencing the development of the outsourcing market, particularly state policy in digitalization and innovation. It has been established that strategic policy documents, the development of digital infrastructure, support for the startup ecosystem, the training of highly qualified specialists, and the introduction of special legal regimes to stimulate innovative business play an important role in creating a favorable environment for the operation of outsourcing companies. As a result of the study, it has been substantiated that the strategic guidelines for the development of the outsourcing services market in Ukraine should involve a comprehensive combination of human capital development, deepening the technological specialization of companies, the formation of innovation clusters, the modernization of digital infrastructure, and the intensification of international technological cooperation.
