PUBLIC MANAGEMENT OF THE SPHERE OF CULTURE AS A TOOL FOR THE DEVELOPMENT OF THE YOUTH ENVIRONMENT OF REGIONS

Анотація

The article investigates the mechanisms of public administration in the sphere of culture and their direct impact on the formation of the youth environment at the regional level. Based on a comprehensive analysis of the regulatory and legal framework, the main evolutionary stages of state cultural policy in Ukraine are identified. Taking into account the latest audit reports of the Accounting Chamber of Ukraine, systemic financial and administrative disproportions in regional cultural development have been revealed. The study highlights the crucial role of international UNESCO standards and cultural diplomacy tools, particularly youth volunteering, in building the resilience of young people and integrating them into the global socio-cultural space. A comparative analysis of state regulation of cultural diplomacy in Ukraine and developed European countries demonstrates the critical need for stronger institutional support for non-formal youth initiatives. The authors propose comprehensive approaches to modernizing public administration in this field. Key recommendations include the institutional inclusion of youth subcultures into local cultural strategies through public-private partnerships, grant decentralization to support regional creative startups, and the strict synchronization of state youth and cultural programs to avoid overlapping functions. The practical significance of the research lies in the development of targeted managerial mechanisms that transform the cultural sphere from a subsidized sector into an effective driver of human capital development, social cohesion, and resilience in the regions of Ukraine.
