Emergency budgeting for resilience during the war. The case of Ukraine

IMPACTThe article provides insights into the dynamics of emergency budgeting and budget resilience in nations facing human-made disasters, taking the Russian full-scale invasion of Ukraine as a case study. These insights are crucial for policy-makers in both Ukraine and other countries facing socio-economic disruption due to armed conflicts. The research emphasizes the importance of adapting budgeting practices to respond to the challenges and uncertainties of the war, the critical role of international aid in sustaining national budgeting resilience and the need for transparency and accountability in the budgeting processes. As global conflicts and geopolitical tensions continue to rise, the principles of resilience and emergency budgeting discussed in this article have broader implications for the international community—particularly for nations vulnerable to conflict, economic crisis or other human-made disasters.
