The Integral Assessment of the Competitiveness of Regions of Ukraine in the Pre-War and Wartime Periods

The aim of composing the article is to assess the competitiveness of Ukraine’s regions during the pre-war and wartime periods in the context of identifying stable prerequisites and factors for postwar economic recovery. An assessment of competitiveness was conducted based on the volume of production and sales activities, which made it possible to identify the main influencing factors, primarily related to the presence of large production enterprises in the region oriented towards exports, as well as advantageous geographical location and developed logistics. The competitiveness of the regions was also assessed in terms of labor resources, according to which it was found that each region experienced negative changes during the wartime period, caused by demographic losses, migration of the population abroad, destruction of infrastructure, and loss of jobs. An assessment of the competitiveness of regions in terms of innovative development was carried out, according to which it was found that the main factors shaping it in the pre-war period were: the specialization of the region; the level of development of small and medium-sized businesses, the level of digitalization of the economy, and the use of various information technology solutions in business, while in the wartime period the main prerequisites for innovative development are the rapid adaptation of businesses to new informational challenges of the economy caused by the war in the country. An assessment of the competitiveness of the regions of Ukraine in terms of the scale of investment activity was conducted, according to which it was found that during the wartime period, an increase in competitiveness in this area was observed in those regions to which businesses were relocated from the frontline areas, and in those that received significant amounts of funding within the framework of State-controlled and international programs for infrastructure reconstruction. The obtained results of the assessment of the competitiveness of Ukraine’s regions can be used when forming differentiated managerial decisions regarding the determination of directions for the postwar recovery of their economy, taking into account the scale of losses and resource potential.
