Investment security as a component of the integrated investment climate of the national economy of the post-war period

The article examines the problems of developing the investment environment of Ukraine’s national economy in the context of its post-war development. The focus is on ensuring the integration of the state’s investment climate and investment security. The emphasis is on the fact that the formation of state policy in the investment sphere is a key task of post-war development in Ukraine, directly related to creating a favourable investment climate, ensuring its integration, and ensuring an appropriate level of investment security. The place of the integrated investment climate and investment security in the system of investment policy goals is revealed. In the theoretical plan, the essence of the above concepts is delimited, and their dialectical unity is characterized. A three-level conceptual model of state investment policy is proposed, which accounts for the multidimensionality and complexity of its implementation and comprises three levels: functional, systemic-structural, and strategic-security. In a three-level perspective, the system of relevant instruments is substantiated. It has been proven that the synergistic interaction of the effects of different levels of investment policy forms a qualitatively new institutional configuration of the economy, capable of ensuring its strategic competitiveness over the long-term trajectory of sustainable development. Attention is drawn to the fact that implementing the tasks within the three-level approach is highly complex. Nevertheless, they determine the strategic trajectory of state policy in the context of Ukraine’s post-war economic development. Fragmentation and the absence of systemic coherence in this area may not only diminish policy effectiveness but also create additional destabilizing factors, thereby exacerbating threats to national economic security and intensifying long-term structural imbalances.
