LEARNERS NEED QUALITY KNOWLEDGE TO IMPLEMENT THE GOVERNMENT’S PROGRAM FOR REBUILDING UKRAINE’S ECONOMY

At present, a significant portion of Ukraine's destroyed economic infrastructure requires either restoration or the construction of new facilities, taking into account the emergence of modern technical solutions and promising technologies. On August 18, 2025, the Government of Ukraine presented a draft Action Program for the near future, covering four areas of activity: security, economy, human dignity, and recovery. Based on these, 12 priorities have been identified: security and defense, European integration, anti-corruption, macro-finance and reforms, business, social policy and the restoration of frontline territories, veterans' policy, healthcare, education and science, reconstruction, culture, and winter stability. Appropriate funds have been allocated for the identified priorities. From the list of priorities, it is clear that the implementation of this Program requires highly qualified specialists, including educators, scientists, and current students, who must join large teams for the restoration and reconstruction of destroyed infrastructure. The Government's Action Program indicates that not only Ukrainian specialists but also experts from other countries will participate in the reconstruction. Any reconstruction or new construction must begin with design, technological, and regulatory documentation. The terms in the documentation must be understandable to all participants in the process, including those who speak different languages. For this, Ukraine must have the appropriate regulatory and legal framework and high-quality national standards. According to the authors of the article, who analyzed certain regulatory documents from a terminological perspective, they found significant contradictions between the declared requirements for terms in national standards and those actually defined in specific standards, which do not correspond to the terms in academic dictionaries of the Ukrainian language. The authors suggest making appropriate changes to certain national standards.
