DEVELOPMENT STRATEGY FOR UKRAINE’S AGRI-FOOD MARKET AMID GLOBAL SOCIO-ECONOMIC CHANGES AND CURRENT NATIONAL SECURITY THREATS

This scientific article provides a theoretical substantiation of the development strategy for Ukraine’s agri-food market under conditions of global socio-economic changes and emerging threats to national security. The study aims to identify priority instruments of state policy and market mechanisms capable of enhancing the competitiveness of the agricultural market and ensuring its effective adaptation. It is established that traditional management paradigms have lost their effectiveness due to the synergistic effect of threats, including infrastructure destruction, blockage of sea routes, and insufficient adaptation to EU integration requirements. The analysis confirms the high raw-material orientation of exports (with 88–90% being crop products) and the consequent shift of trade flows toward the European Union market. The key results outline strategic directions: first, diversification of export channels through modernization of multimodal logistics (rail, river, and land corridors) to counteract external blockades; second, strengthening of economic resilience through intensification of raw-material processing and state incentives for sustainable technologies in line with the European Green Deal; and third, enhancement of internal capacity through the implementation of state support instruments (such as risk insurance) and the formation of agrifood cluster associations. Thus, the proposed strategic model for the AFM combines innovation potential and integration into the EU market with effective mechanisms for countering militaryrelated threats.
