DEVELOPMENT OF INSTITUTIONS TO REDUCE THE RISKS OF UKRAINIAN AGRICULTURAL PRODUCERS IN THE CONDITIONS OF CAP
Анотація
The article substantiates the need to develop institutions to reduce the risks of agricultural producers in Ukraine under the CAP. It is noted that European agricultural producers have already had enough time to adapt to the CAP requirements, but still continue to have difficulties with balancing productivity and European environmental requirements. In this article, the risks of agricultural producers in Ukraine are grouped into two blocks – institutional and economic and socio-environmental risks. The directions for the development of institutions to reduce the identified risks are identified and the expected effect of specific measures is determined. At the same time, it is noted that excessive focus on institutional regulation of the activities of agricultural producers, in turn, may carry the risk of excessive regulation and complicate the work of market mechanisms in agricultural markets. There may also be risks of an increase in the corruption component due to lobbying of the interests of agricultural holdings.
