Analysis of Staffing Reserve Challenges of Small Private Enterprises in the Odesa Territorial Community through Statistical Data
Анотація
The article provides a comprehensive analysis of staffing reserve formation challenges in small private enterprises of the Odesa territorial community under wartime conditions and economic instability. Based on statistical and analytical sources, it is determined that the dominance of micro-business entities within the SME structure, labor shortages caused by mobilization and migration, and high workforce turnover significantly restrict long-term workforce planning. The concept of a staffing reserve for small enterprises is refined as a tool for ensuring the continuity of key business functions through the development of internal human potential. Systemic gaps in the statistical monitoring of SMEs’ human capital are identified, which complicate the justification and targeting of regional support programs for small business development.
