Transformation of the economic mechanism for ensuring the sustainability of territorial communities under systemic security risks
Анотація
The article examines the theoretical, methodological, and applied aspects of transforming the economic mechanism to ensure the sustainability of territorial communities amid systemic security risks. The limited effectiveness of traditional approaches to managing the development of territorial systems, which were formed under relatively stable conditions and are focused on maintaining equilibrium, is highlighted. The economic mechanism is interpreted as an open dynamic system that integrates institutional, organizational, and economic components and operates through continuous interaction with the external environment. The nature of systemic security risks is analyzed, emphasizing their complexity, interdependence, and nonlinear impact, which manifests in their ability to generate cascading destabilization effects in territorial communities. Key dysfunctions of the traditional economic mechanism for ensuring sustainability are identified, including inertia, fragmentation, a focus on predictability, insufficient integration of risk management tools, and a gap between the declarative and operational levels of its functioning. The necessity of transitioning to an adaptive model of the economic mechanism is substantiated by the principles of flexibility, integration, risk orientation, and recoverability. A conceptual model for transforming the economic mechanism to ensure the sustainability of territorial communities is proposed, which implies a shift in its functional logic from maintaining stability to ensuring the capacity for adaptation, recovery, and structural transformation amid systemic security challenges. The practical significance of the results lies in their applicability for the development of territorial community strategies and the improvement of management mechanisms under conditions of uncertainty.
