FORMS AND METHODS OF DEVELOPING STRATEGIES FOR COMBATING CORRUPTION IN UKRAINE

Анотація

The article is devoted to the study of forms and methods of developing strategies to combat corruption. The article notes that corruption in the public sector is a symptom of poor governance at the country level. Corruption does not manifest itself in any one form. In fact, it can take at least three General forms. The article highlights such forms as minor administrative or bureaucratic corruption, when many acts of corruption are isolated agreements of individual state officials who abuse their powers; large-scale corruption, when large amounts of public resources are misused by public officials; usurpation of the state, when representatives of the private sector collude with public officials or politicians in order to obtain mutual personal benefits. Corruption also has its own characteristics in different countries, so approaches to developing strategies should be developed taking into account the characteristics of these countries. The article notes that it is necessary to understand local conditions that encourage corruption or allow participants in the public and private sectors to be corrupt. If corruption is directly related to governance and governance to the exercise of public power, then strong leadership and country ownership are necessary for the success of efforts and the sustainability of the results of the fight against corruption. Although corruption varies by country, the article identifies a number of its key factors. The main factors in the article include the following: the controversial nature of the state’s powers as a guardian of state interests, weakly entrenched principles of the rule of law, the inefficiency of institutions designed to ensure accountability, and the weak commitment of national leaders to the fight against corruption. Based on the study, it is concluded that when citizens are informed about the activities of the government, they have more opportunities to force officials to perform their duties in the public interest.
