IN SEARCH OF STRATEGIC RESOURCES TO ENSURING TECHNOLOGICAL SOVEREIGNTY: THREATS AND CHALLENGES TO RECOVERY IN THE CONDITIONS OF INTENSIFIED CONFLICTS

Анотація

The primary objective of this study is to conduct a comprehensive analysis of the concept of technological sovereignty as a strategic resource for national development in the context of transforming global economic architecture and growing geopolitical challenges of contemporary times. The research aims to examine the multidimensional nature of technological sovereignty through the lens of national strategies of leading world economies and to identify optimal mechanisms for its implementation to ensure sustainable economic development. The specific objectives of the research include: first, the theoretical substantiation of the concept of technological sovereignty as a component of the state’s strategic resources system, encompassing human, legal, financial, industrial, informational, natural, and technological resources proper; second, a comparative analysis of approaches to technological sovereignty implementation in different countries worldwide, particularly in the European Union, the United States, China, South Korea, and Japan; third, investigation of the role of human resources and international labor migration as key factors in forming the technological potential of national economies. The research also aims to identify the interrelationships between different approaches to technological sovereignty and their impact on global economic integration. Special attention is given to analyzing three main conceptual approaches: security-oriented, economic-competitive, and nationalist, each reflecting specific priorities and mechanisms of state policy in the technological sphere. The practical significance of the research lies in forming the theoretical foundation for developing Ukraine’s technological sovereignty strategy in the context of post-war recovery and European integration. The research results should contribute to determining an optimal model of technological development that considers national interests, the country’s geopolitical position, and the need to support the economy’s innovative potential. The methodological foundation of the research is a systematic approach that allows examining technological sovereignty as a complex phenomenon including multiple interconnected elements and factors. The application of the comparative method enables identifying features of different countries’ national strategies and determining the most effective practices. Structural-functional analysis is used to study the role of individual strategic resources in forming technological sovereignty.
