SYSTEMIC PROBLEMS OF STATE REGULATION OF ENTERPRISE INNOVATION DEVELOPMENT IN UKRAINE

Анотація

The article examines systemic problems of state regulation of enterprise innovation development in Ukraine under conditions of modern economic transformations. It is substantiated that the effectiveness of innovation activity largely depends on the quality of public policy, which in Ukraine is characterized by fragmentation, insufficient coordination, and limited effectiveness. The key groups of problems in state regulation are identified, including financial, fiscal-economic, institutional, and infrastructural constraints. The study analyzes the low level of financing for innovation activities, instability of incentive mechanisms, imbalance of the institutional governance system, and underdevelopment of innovation infrastructure. Particular attention is paid to the issues of commercialization of research results and technology transfer. It is determined that these problems have a systemic nature and form an interconnected set of constraints that hinder enterprise innovation development. A structured classification of these problems is proposed, which allows forming a comprehensive understanding of the shortcomings of state regulation.
