INNOVATIVE DEVELOPMENT OF ENTERPRISES IN UKRAINE IN THE CONDITIONS OF MARTIAL LAW

Анотація

The article examines the transformation of innovative activity of Ukrainian enterprises under the conditions of the full-scale war with russia. The conceptual differences between the classical innovation paradigm, oriented toward maximizing market effects and competitive growth, and the wartime paradigm, focused on ensuring operational continuity and organizational resilience, are substantiated. The main shifts in the functional purpose of innovation under extreme security challenges are characterized, including: the reorientation of the objective function from market expansion to resilience; the shortening of the planning horizon; the prioritization of organizational and adaptive innovations over product innovations; the predominance of self- financing; and the transformation of the state’s role from the regulator to customer of innovative solutions in the fields of defence and critical technologies. The study employs general scientific methods and approaches, including comparative analysis of innovation paradigms, statistical analysis of innovation indicators, structural and functional analysis of innovation system transformation, as well as the methods of systematization and generalization. Based on the empirical analysis of statistical data, a three-phase transition model of innovative development is verified. A sectoral shift toward dual-use technologies and a spatial reconfiguration of the innovation system due to the enterprise relocation are identified. Ten key differences between the pre-war and wartime innovation paradigms are systematized, covering the objective function, planning horizon, priority types of innovation, risk profile, sources of financing, role of the state, spatial distribution, and performance evaluation criteria. Critical barriers to innovative development are identified, including financial constraints, loss of intellectual capital, and infrastructural and energy risks. Prospective directions for further research are defined, including longitudinal analysis of relocated enterprises, examination of dual- use technology transfer mechanisms, and development of a methodology for assessing the resilience of innovation systems. Based on the findings, conclusions are drawn regarding the formation of a new innovation model for the development of Ukrainian enterprises, adapted to prolonged uncertainty and security challenges.
