INFORMATION-TECHNOLOGICAL FOUNDATIONS OF THE MODERNIZATION OF SOCIO-ECONOMIC SYSTEMS MANAGEMENT

Анотація

The article explores the information-technological foundations of modernizing the management of socio-economic systems in the context of global digitalization, with an emphasis on the challenges and prospects for the development of Ukraine’s national economy. Methods of generalization, strategic scenario modeling, and tabular representation of key transformation directions were applied to identify the synergistic effects of technologies. The scientific results include the identification of key directions of digital transformation of socio-economic systems, such as production digitalization, e-government, education, e-commerce, and cybersecurity, with a focus on their role in enhancing the efficiency of managerial decisions. The main barriers to implementation were revealed, including insufficient digital literacy, organizational inertia, financial constraints, and legal uncertainty, which complicate the integration of technologies. Strategic directions for the development of information-technological management in Ukraine were proposed, covering the digitalization of public administration, fintech development, IT application in the agricultural sector, strengthening cybersecurity, workforce training, and e-commerce. Three scenarios for the evolution of the digital economy were developed: inertial, innovation-accelerative, and risk-turbulent, illustrating possible trajectories of adaptation to global challenges. The practical value of the study lies in providing recommendations for government institutions and business structures on the implementation of synergistic technologies such as artificial intelligence, blockchain, and cloud computing to optimize management processes. It contributes to the formation of a digital transformation policy focused on post-war recovery and integration into the European economic space. The scientific novelty of the study consists in the systemic justification of the synergy of artificial intelligence, blockchain, and cloud technologies as the foundation of intelligent management systems in the context of Ukraine’s economy. It fills a gap in the analysis of the socio-economic consequences of digitalization, particularly its impact on the labor market and institutional changes.
