REVIEW OF STATE TOOLS THAT FORM INNOVATION PRIORITIES OF THE NATIONAL ECONOMY

Анотація

The article considers the tools of the state formation of innovative priorities for the development of the national economy. The legislative basis of state support and the reasons that reduce the effectiveness of the innovative development of Ukraine's economy is considered. The priority directions of financing and support of innovative development are revealed and the dynamics of volumes of investment of state funds in the innovation sphere in the period of 2012-2018 are analyzed. A review of state support for industrial innovation in Ukraine, which is implemented through direct budget financing, credit, customs and tax policy, the creation of specialized innovative financial institutions, providing state guarantees to commercial banks that provide loans for innovative projects is made. Based on the analysis of the distribution of costs for innovation by strategic priorities, the problem of lack of funding for innovation by the state and additional sources of investment in the innovation of the national economy are highlighted. The analysis and assessment of the dynamics of state support for strategic priorities enabled to identify the areas, where budgeting is insufficient for the innovative development of the national economy. It is determined that this problem is especially acute for the innovation of medicine and pharmaceuticals. The review of the development of science and scientific research shows that the main source of innovation development is scientific and research institutes and organizations, financed mainly from the state budget. Due to the low interest of enterprises in stimulating the development of scientific and technical activities, its funding is low and is carried out only in priority areas for the state.
