DETERMINANTS OF ECONOMIC GROWTH IN URBAN AGGLOMERATIONS AS A TOOL FOR ENSURING SUSTAINABLE DEVELOPMENT OF THE NATIONAL ECONOMY: THEORETICAL AND METHODOLOGICAL ANALYSIS AND STRATEGIC PLANNING

The scientific study provides a comprehensive theoretical and methodological analysis of the influence of urban agglomeration growth determinants on ensuring the sustainable development of the national economy. It traces the evolution of urbanized area concepts — from early “garden city” ideas to modern functional urban areas (FUA) and megalopolises, defined by economic footprints and connection intensity. The mechanisms of agglomeration economies are detailed, operating through infrastructure sharing, labor market matching, and knowledge diffusion; it is established that doubling the size of an agglomeration correlates with a 13.5% increase in firm innovation activity. International experience in stimulating spatial convergence is examined, specifically comparing the EU’s territory-oriented cohesion policy, which drove convergence to 80% of the EU average, and the American model of market-driven population mobility. Particular attention is paid to the deformation of Ukraine’s economic space under full-scale war, manifested in the critical concentration of resources in large cities: a 48% increase in financial transfers to agglomeration centers was recorded against a 45% drop in small community revenues. The research identifies specific “institutional traps” (structural disproportions, grant dependency) that hinder the self-organization potential of Ukrainian agglomerations. It is proven that agglomeration spillover effects exhibit an inverted U-shaped curve in relation to geographic distance, necessitating distance-sensitive spatial planning. The author’s structural model of an agglomeration as a socio-geosystem, including eight interconnected subsystems (social, economic, innovative, ecological, etc.), is substantiated. Strategic directions for post-war recovery based on “green” economy principles are proposed, utilizing DREAM digital tools and Public Investment Management (PIM) reform to ensure compliance with Ukraine Facility plan indicators.
